The funding rate (per 8 hours) is a periodic payment that ties perpetual futures prices to spot. When positive, long positions pay shorts (the market leans long); when negative, shorts pay longs. The annualized figure is an approximation assuming the current rate persists every 8 hours. Settlement cycles can differ by exchange and coin, and data refreshes roughly every minute. Beyond the 10 majors, values appear only where each exchange lists the pair (OKX covers the 10 majors only).

It is a periodic payment exchanged between traders holding perpetual futures, used to keep the contract price tied to spot. A positive rate means long positions pay shorts; a negative rate means shorts pay longs. It is a cost or credit on your position, not a fee charged by Coperral.
Each row is a coin and each column an exchange, and the value is the 8-hour rate. The annualized figure assumes the current rate repeats every 8 hours, so treat it as an approximation. When many exchanges sit far from zero at once, positioning is crowded on one side.

Shorts are paying longs, which happens when the perpetual trades below spot. It tells you which side is crowded at that moment. It is not a forecast of price.
Most exchanges settle every 8 hours, though the interval can differ by exchange and by coin. The countdown to the next settlement is shown above, and the values in this table refresh roughly every minute.
